Yes, a less important issue is that its against the law, and you could be fined.

When you do the forces between the two people will stay within the seatbelt, but the two people will be smashed together.
You can usually install a 5th seatbelt between the two rear-seat people, use the same mounting bolts as the two inner rear seat belts mount to. I did this on a `96 GEO Metro.
if you double belt with someone on your lap, and get in a wreck, the person behind will crush the person on their lap into the seat belt and kill them.
