The other meaning is 'for something normally rigid to bend under compression', so knees, bridges, car chassis, roads, rocks and anything like that can be said to buckle.
Idiomatically, one may talk about will or resolution 'buckling' and there is also the expression to 'buckle under' (which comes from the first meaning, i.e. making sure that one's armour/clothing is fastened properly before starting a job in earnest).
The first meaning ultimately comes from the Latin for a cheek (because helmets were secured by a strap around the cheeks). It isn't quite clear whether it's because of the 'fastening' meaning or because a buckle looks like a little helmet.
The second seems to be related to a French word meaning 'bulge' or 'bend', perhaps with reference to the dome of a helmet.
